Quarterly Project Grant Support for Arts Organizations Guidelines

Tier I Overview and Eligibility 

Eligibility Requirements
Must be a unit of government, or a charitable organization with current registration from the Office of the Secretary of State of South Carolina that either has its own federal tax-exempt status with the IRS or applies through a fiscal agent. If applying through a fiscal agent, the applicant organization must enter into a formal agreement that outlines the working relationship and responsibilities of both parties. This letter must be submitted with the application.

Funding Range & Restrictions

  1. Maximum Request is $2,000; most awards will be less than $2,000.
  2. Applicants may apply to the Cultural Council for quarterly project support during the August 15 and February 15 deadlines, but may receive no more than two quarterly grants per fiscal year.

Deadlines and Grant Periods

  • August 15
  • February 15

Note: Applications are due in the Council's office by 5 pm on the 15th. If deadline falls on a weekend, the deadline is extended to 4:00 pm on the next business day.

Match

  1. Cash match required is 1:1. ($1 Applicant: $1 Council Funds) Applicants are required to match 50% of grant funds with actual cash (for example: for a $1,000 grant award, at least $2000 must be invested by the applicant of which at least $1000 must be cash and the remainder be in-kind or creative time from source other than the Cultural Council)
  2. In-kind or creative time is allowed as part of applicant's match.

Review Process
The formal review panel consists of 4-6 members who will score applications on a 100 point scales. Following a thorough review of all applications, recommendations of funding will be made to the Cultural Council Board of Directors for approval.

Applicants are notified of the panel’s decision by mail at the address provided on the grant application. Grant awards are also posted on our website.

Reports
Applicants who receive funding should complete a Request Payment Form  PDF. 75% of award amount will initially be disbursed and final 25% will be paid when the Final Report Form is received.

All grantees are required to file a Final Report PDF at the end of the grant period. Failure to file the Final Report by the due date will result in cancellation of the award and repayment of funds received. The Cultural Council will not fund applicants who have outstanding Final Reports.
